Man låter alltid lappbefolkningen uppbära förnärmelser för att den är okunnig, men man undersöker så ytterst sällan skälet, hvarför upplysningen ej vunnit insteg bland vårt folk. Skälet är dock icke svårt att uppleta. Af naturen är lappen icke vanlottad. Tvärtom! Det har erkänts att den unge lappen äger goda förutsättningar för att vinna upplysning. Orsaken ligger i det helt naturliga skälet, att lappen icke ägnas någon uppmärksamhet i upplysningshänseende. Ända till dess Lappska missionen inrättade skolor däruppe bland fjällen hafva vi lappar icke haft någon undervisning. Denna välgörande förening verkar mycket godt, men kan dock i utsträckning ej inverka på ett helt folk. Det lappska barnet sändes till denna skola vid cirka 12 års ålder och kvarstannar där i 3 år. Under denna jämförelsevis korta tid får den unge lappen inhämta all den undervisning, som står honom till buds. Att detta icke blir mycket, beror väl på att denna skola indelas i småbarns- och folkskola. Med denna undervisning går han ut i lifvet, och då må man ej undra på om lappen är okunnig. Skulle lappen däremot få tillägna sig den undervisning, som de svenska barnen åtnjuta, skulle nog bildning och intelligens äfven vinna insteg i Lappland.
The Sámi population is always made to bear the blameaccept insults for being uneducated, but the reason why education has not gained a foothold among our people is rarely investigated. The reason is not difficult to find. By nature, the Sámi are not stupid. On the contrary! It has been recognised that young Sámi have good preconditions for acquiring knowledge. The explanation lies in the fact that the Sámi are not given any attention when it comes to education. Even before the Sámi Mission established schools up there among the mountains, we Sámi had no education. This praiseworthy association functions very well, but it cannot influencchange an entire people. Sámi children are sent to this school at around 12 years of age and stay there for three years. During this relatively short period of time, they can acquire all the education that is available to them. That this does not amount to much, may be due to the fact that the school is divided into minor and youth schools. With this education, they go out into life, and then it is no wonder that the Sámi are uneducated. If the Sámi were instead given the same education as Swedish children, education and intelligence would certainly gain a foothold in Sámi land.

Intetdera af dessa mått fyller lappen. Af renen kan han icke uppbringa ens 500 kr., och de lappskatteland, hvilka, belägna å allmän kronomark, som de äro, äro ju icke lappens. Hade lappen utsikt att föra fram en representant ur sitt eget led, hade många goda reformer kunnat åstadkommas. Man har sagt att inom riksdagen funnits lapprepresentanter från fjällbygden. Innerst ha dock dessa icke utgjort några målsmän för lappbefolkningen, utan möjligen för nybyggarne, men i hvilket fall som helst till bådas nackdel, då intet synligt resultat af deras verksamhet kvarlämnats annat än möjligen en förbättring i införseln af spritdrycker till lappska gränsen. Stora och viktiga frågor, som beröra vårt folks framtid, föres årligen fram på den lappska dagordningen, och då vi vunnit den skans, som lämnar lappen medbestämmanderätt till sitt eget öde, kunna dessa med glädje framläggas. Dessa frågor äro dock icke kraf som äro obilliga, utan utgöres af sådana förmåner, som redan vunnits af den svenska befolkningen, men ej genom den undantagsställning (ingalunda till lappens fördel) som lappen innehafver, ännu beskärts den lappska rasen. Sekellångt betryck har hvilat på våra skuldror, och däri är att se lappbefolkningens underlägsenhet och efterblifvenhet.
If the <emphasis>municipal right to vote</emphasis> is not reasonable, the political right to vote for the Sámi people is even more pitiful. The law states that to have the right to vote infor the Second Chamber of the Riksdag parliament, one must have an income of 800 kr or a farm worth 1,000 kr. Neither of these requirements are met by the Sámi. From reindeer herding, one can only earn around 500 kr, and the Sámi tax land, who is on public state property, do not belong to the Sámi. Had the Sámi had the opportunity to elect a representative from their own ranks, many good reforms could have been accomplished. It is said that there were Sámi representatives in the Riksdag from mountain districts. These representatives were not particularly good advocates for the Sámi people, but perhaps for the settlers. In any case, they did not leave any visible result of their efforts for any of these groups other than perhaps an increase in the importation of alcoholic beverages toacross the Sámi border. Large and important questions that affect the future of our people are brought up annually on the Sámi agenda, and had we been given a chance to have participate in deciding our own fate, these questions could be presented with joy. These questions though, are not demands that are not without cost. They consist of the type of benefits that have already been granted to the Swedish population, but which have been denied to the Sámi people due to their exceptional status (in no waynever to the Sámi's advantage). For centuries, a heavy burden has rested on our shoulders, and there you see the subjugation and submission of the Sámi people.

När man tager i betraktande, att den mark, som är ofvan odlingsgränsen, är utlagd till renbetesland för oss lappar och att å dessa marker nybyggen äro uppresta, som äro olagligt tillkomna; hvarföre icke låta lappen tillträda dessa nybyggen och nu boende nybyggare ofvan odlingsgränsen få tillfälle att nedflytta nedanför densamma? Hvarföre skulle hinder möta för lappen att bruka dessa land, som gör att lappen åtminstone får bo i sitt af ålder brukade land samt slipper att å nya och för honom främmande trakter söka sitt uppehälle. Detta förslag afser ingalunda något förbättrande af lapparnes lefnadsställning, utan afser helt enkelt att afskära lapparnes förbindelse med sitt eget folk, för att sedan låta dem undergå det öde, som bland de svenska nybyggarne väntar desamma nedanför gränslinien.

When one takes into account that the land above the cultivation boundary is reserved for us as reindeer grazing land, and that new settlements have been built on this land illegally; why should not the Sámi take over these new buildings and give new settlers who live below the cultivation boundary an opportunity to move down? Why should it be problematic for the Sámi to farm this land, which at least allows them to continue living in the land they have used for generations and avoid having to seek their livelihood in new and unfamiliar areas. This proposal is not intended to improve the Sámi's living conditions, but rather to sever their connection with their own people and leave them to their fate among the Swedish settlers below the borderundary line.
